Fencing in rural Montgomery County

Pasture, horse, garden and homestead fences for the farms and acreage outside Clarksville city limits.

Montgomery County had 220,069 residents at the 2020 census, up nearly 28 percent from 2010, and much of that growth spread into the countryside around Clarksville. Communities like Woodlawn, Cunningham, Palmyra, Southside and Sango mix newer homes on a few acres with working farms, woods and creek bottoms along the Cumberland and Red rivers.

What county landowners ask for

  • Four-board fence along driveways and road frontage
  • Woven wire for goats, sheep and dogs
  • Barbed or high-tensile wire for cattle
  • Deer fencing around gardens and orchards
  • Backyard privacy fences on rural home sites

Permits outside city limits

Montgomery County's Building and Codes department says a building permit isn't required to build a fence in the county, and there are no fence setbacks, but a fence can't encroach on a neighbor's property, a drainage or utility easement, or the public right of way. Pool barriers are the exception: they need a barrier permit. Rural subdivisions may still have covenants.

Karst country

The county lies in a well-developed karst region, with the Dunbar Cave system at its center, and sinkholes are common. Fence lines often have to work around them. The county recommends fencing livestock away from sinkholes and getting professional advice before altering one. Limestone near the surface can also make post holes slow going, so expect a contractor to ask about rock.
